Starting Situation

"One of the minor annoyances in modern life is a revolution." This could not be more true for the Chinese Nationalist Party, or Kuomintang (KMT), who have been fighting for a Revolution in China for decades. Having helped to overthrow the Qing Dynasty in 1912, it competed for political legitimacy and military supremacy in the new Republic. With one increasingly inefficient government after the next, China became increasingly divided and fractured, with political power held by local military cliques.

By the early 1920s, the KMT was able to secure a foothold in the south, and planned to use it as a launching pad to unite China under its banner. With its founder Sun Yat-sen passing away in 1925, control over the party eventually fell to two men: Whampoa Military Academy Director Chiang Kai-shek and Wang Jingwei. A third, Hu Hanmin, was initially included but died the same year.

The struggle between Chiang and Wang lasted until the KMT’s defeat in the Northern Expedition. It was launched in mid-1926 as a military invasion of the northern warlords to forcibly reunite the country. With considerable initial success, the German Empire intervened against the KMT after its troops attacked German gunboats on the Yangzhe River. The KMT’s National Revolutionary Army (NRA) under Chiang reached as far as Jinhua, Zhejiang before being decisively defeated. Falling back to Nanchang in Jiangxi, Chiang was killed by his own men.

The KMT then split, with most of the left-wing fleeing for friendly governments in Europe or India, the right-wing fleeing to the south and west to join friendly warlords, and moderates fleeing to South East Asia and the Pacific. Wang, for his part, led the Central Committee to exile in the Commune of France, setting up a government-in-exile. With Chiang dead Wang became the indisputable leader of the KMT.

Though routed, not all in the NRA chose to flee, some leftists and a few moderate generals and political figures stayed to wage a protracted war against the victorious Chinese Government. Leaders such as Song Qingling (the wife of KMT founder Sun) and General Deng Yanda coordinate activities from the MinGan Insurgent Zone covering the northwest Fujian and southeast Jiangxi (Min and Gan being the provinces abbreviations, respectively).

Political Situation

Political Situation

Politically speaking, the KMT is made up of four factions:

  • The largest is the Reorganized Comrades Association (RCA) which supports and keeps Wang in power. Named after the 1924 reorganization of the KMT along leftist lines, it is split into a moderate and a radical wing, believing that the Revolution must be led from the top by an educated and patriotic cadre.
  • The second largest is the Provisional Action Committee (PAC), led by Song Qingling. In opposition to the RCA, it believes in Revolution from the bottom up, with support from ‘exceptional’ individuals, like General Deng. Due to their insurgent nature, leadership often consort with the shadowy underground figures of Shanghai.
  • There is also the smaller Overseas Chinese Commission (OCC). Based in Hawaii, USA (hence its nickname of the Hawaii Clique), it is made up of liberals and centrists who follow Sun Fo, the son of Sun Yat-sen.
  • Much smaller and more secretive are radical factions among the graduates of the Whampoa Military. Inspired by Boris Savinkov in Russia and the Maximists in the Union of Britain, or the Sorelians in the Commune of France, each harbors no love for democracy, believing only totalitarianism will save China from Imperialism.

Not part of the KMT but still allied to it through the United Front, is the League of Chinese Syndicalists (LCS). The League is made up of all non-KMT socialists (such as council communists, anarcho-syndicalists, anarchists) groups the largest of two being the Chinese Syndicalist Party (split between the Radicals and the Orthodox), and the (New) World Society. Though the KMT was forced into the Front to appease its Internationale backers, it is not uncommon to find members who hold membership in both the Party and the LCS.

LKMT content is divided into four phases (five if you count before the League Collapse as a Phase 0), which you may see referenced in a focus or decision:

  1. Phase 1, the Early Game: Start of the League War to its finish.
  2. Phase 2, Mid Game: Upon winning the League War to the capture of Beijing.
  3. Phase 3, Late Game: Upon avenging the Northern Expedition (capture of Beijing) until China is unified.
  4. Phase 4, End Game: Upon Unifying China (and the subsequent Third Congress).

League War[]

Pre-Outbreak[]

Build Up to the League Collapse and War

Build Up to the League Collapse and War

Not much has changed in nearly a decade: by 1936, Wang and the Central Committee are still in France, and Song and her insurgents still in the MinGan waiting for the opportunity to rise up. Chinese support for the League of Eight Provinces, set up in the aftermath of German intervention in China, will reach an all time low over the disaster that is the completion of the Zhegan railway line (the last section of the Shanghai to Nanchang line). Built by the Chinese and funded by the German Aufsichtsrat der Ostasiatischen Generalverwaltung (AOG), the AOG will decide to buy the line, consolidating a number of railways already purchased. Dashing any hopes for more equitable treatment from their German overlords, the people of the League will rise up in protests, the KMT being quick to take advantage of this discontent.

With protests growing larger and larger and the inability of the Government to contain them the League will collapse: the Province of Anqing will secede, League-Marshal Sun Chuanfang will succumb to assassination, and Anqing will be followed by Hunan, Guangxi and Guangdong. This provides the perfect opportunity for the insurgents in MinGan to rise up and secure a foothold in the south-east.

** Note that when the LKMT spawns in and rises up in revolt, due to a Vanilla UI bug, the buttons to assign divisions to armies will not initially be available. To fix, refresh the map by clicking F2 (Strategic Naval Mapmode) and then F1 (Default Mapmode) **

League War Decisions and Events

League War Decisions and Events

Outbreak[]

The Insurgency will start off in a tenuous position. It will need to work fast to secure its footing in the region, and access to the sea. The port city of Xiamen is very important as taking back the city allows Wang and the Central Committee to finally return to China.

The participants of the League Collapse (the Insurgency, the League itself - now known as the Nanjing Clique - the Anqing Clique, and conditionally the Shandong Clique) gain a boost to their fighting effectiveness based on morale. As seen in the decision tab, morale is the will of the people to fight; the hope that they can win. When morale is high armies will do better; when it is low they do worse. Morale is the primary currency when raising new troops and securing more weapons, and will be gained by taking more land, and capturing the city of Nanjing. If morale drops too low, below 30, and is not brought back up troops will start to defect, almost guaranteeing the end of the participant.

Within the War there are some unavoidable events when capturing certain cities, usually detailing the destruction caused by the victorious army. But there are also events that praise the participant’s leader when doing well, and criticizing him when doing bad.

With Nanjing fully under KMT control, the KMT will gain a tremendous morale boost, and it will officially announce the creation of a provisional government in the city, with Wang Jingwei becoming the President of the National Government (Head of State), and Liao Zhongkai the new Premier (of the Executive Yuan) (Head of Government).

League War (Phase 1) Focus Tree Effects

League War (Phase 1) Focus Tree Effects

In addition to decisions there is also the focus tree, which expands once the KMT rises up with the first focus completing the very next day. (This Tree will only be available until the end of the League War)

You will notice that some effects in the tree or events increase Radicalism. This now hidden score will not mean much until after the First Congress is held, after a total victory in the League War.

A note on Shandong: Unless led by Qu Yingguang, Shandong will have to be dealt with for the League War to be considered over so the new focus tree will load. If either Zhang Tianran or Zhang Zongchang leads Shandong he may choose to intervene in the League’s collapse and declare war. Once his front line meets the KMT’s, the latter will have the option to continue the war into Shandong or defer it and receive a decision for a war goal.

Victory[]

Victory in the League War and Phase 2 Focus Tree

Victory in the League War and Phase 2 Focus Tree

With the Nanjing Clique, Anqing Clique, and possibly the Shandong Clique defeated, Eastern China will be at peace, and it is up to Wang and the KMT to pick up the pieces and rebuild (not only from the physical war itself, but from the decade of Imperialist rule). The first step? Host the First Repatriated Congress of the Kuomintang. The right-wing of the party will be nowhere to be seen, with only the KMT’s left-wing, as the “true revolutionaries” in attendance, along with a delegation from its international backers, the Internationale.

First Congress[]

First Repatriated Congress of the Kuomintang

First Repatriated Congress of the Kuomintang

With speeches from Wang and others in the party, the main players in the KMT will coalesce and set the stage for the future content:

  • Representing the liberals and moderates is the Reconstruction Faction (RF) headed by Sun Fo. Formed through a merger of the OCC and the India Clique (the self-proclaimed apolitical NRA officers who fled to India), it calls for a ‘reconstruction’ not ‘reorganization’ of the party, in opposition to the current majority’s radical methods.
    • The inclusion of the RF will not sit well with everyone, and its influence will have an effect on Radical influences in the party. Measured by the current Soc Lib Party Popularity, when it is low it will be seen as a force for good and lower Radicalism, but when it is high, potentially threatening the left-wing order, it will increase Radicalism. If Sun is made a government advisor (becoming available once ‘Reinforce the Foreign Ministry’ focus is completed, available right after the end of the First Congress) it will help lower the threshold between lowering or raising Radicalism.
  • The League of Chinese Syndicates (LCS) forms a United Front with the KMT, having been formed in 1925 by the Chinese Syndicalist Party (CSP) and the (New) World Society. The CSP is split into two wings, the Radicals and the Orthodox.
    • As with the RF, the LCS influence is tracked by the amount of Syndicalist Party Popularity there is. Though the Orthodox start off as the leader of the LCS (by having the most members align with it), if the Radicals or the World Society gain more alignment and surpass the Orthodox, it will take over the Front. Leadership can continue to fluctuate until the end of the Third Congress.
  • There is also the shadowy China Revival Society (CRS). This secret society is made up of Whampoa Academy alumni who have been radicalized during their time in exile, promoting nationalistic, totalist, and anti-establishment views. The CRS is composed primarily of two groups, the Revolutionary Army Comrades Association (RACA) led by He Zhonghan, and Deng Wenyi, and the League of Ten led by Dai Chunfeng. Overall leadership is given to Hu Zongnan, the Director of the Whampoa Academy Training Department, who will become the movement’s Lingxiu (or leader). Hierarchy of the CRS (from the Dev Team)
    • Revolutionary Radicalism (or simply Radicalism) is the measure of radicalism throughout the party. It will rise when the CRS is supported (directly or indirectly) or when decisions are made on a more radical basis. Certain actions throughout will contribute to its raising and lowering. As Radicalism rises and the ranks of the CRS swell, so too does the threat of a terrible fate for the revolution
  • The Central Committee will become the RCA, while the MinGan Government will be known as the PAC, a cosmetic change that represents the consolidation of both factions.

Before its close two important Committees will be appointed, the Central Executive Committee (CEC) headed by the Chairman of the Party, which manages the affairs of the Party, and the Central Supervisory Committee, which holds disciplinary powers and financial power.

With the close of the Congress and their division laid bare, a power struggle will start between Wang and Song represented as the Balance of Power (BoP) between them.

Mechanics[]

Balance of Power (BoP) and Outer Party Factions

Balance of Power (BoP) and Outer Party Factions

Balance of Power[]

The Balance of Power can be seen in the Balance of Power UI, accessible under the National Spirit icons in the Country’s Political Tab. It will be moved in Wang’s RCA direction or Song’s PAC direction from competing certain foci, repeatable decisions (both in the BoP UI, and the Decision Tab), events, and the appointment of Military and Civilian Advisors.

There are three sections to each side of the BoP (Tilt, Ascendant, and Dominance), with the PAC providing military themed bonuses and the RCA the political bonuses. If the BoP reaches Dominance for either side, it will begin taking its toll on the nation’s stability.

The decisions shown in the BoP UI will not be available immediately, unlocking after certain foci are completed. There are two decisions each for Wang and Song, boosting their power, with a fifth that helps the losing side of the BOP. All will re-enable after 180 days, and their effects are immediate.

In the ‘Outer Factions of the Revolution’ section of the decision tab, you can see the three groups that will impact the power struggle between Wang and Song.

The attitude against the RF has seven levels in total depending on their current strength. Having Sun Fo as an Advisor or the Second-in-Command (SiC) ups the threshold 5% more:

  1. Loyal Republican Allies: Soc Lib Party Pop below 10% (only available if Sun Fo is in the government)
  2. A Moderating Force: Soc Lib Party Pop below 10%
  3. An Irrelevant Remnant: Soc Lib Party Pop below 15%
  4. Intransigent Fools: Soc Lib Party Pop below 20%
    • At this level Radicalism will start to rise.
  5. Subversive Plotters: Soc Lib Party Pop below 25%
  6. A Devious Conspiracy: Soc Lib Party Pop below 30% (If Sun Fo is in the government, this is the highest level)
  7. Bourgeoisie Usurpers: Soc Lib Party Pop above 30%

With that in mind, through the guide you will see ‘Radicalism will raise/lower based on RF Level’ in many of the event option effects. While the level will be different depending on a player’s circumstances at the time, hovering over the option on your end will show if Radicalism will raise or lower, and how much Soc Lib Party Pop will increase.

The alignment of the LCS between the CSP-Orthodox, CSP-Radicals, and the World Society is also tracked here. The Orthodox start with the most at 50%, followed by the World Society at 30%, and Radicals at 20%. Like the BoP, alignment can be increased or decreased from decisions, advisor appointments, and events.

Lastly listed is the amount of Revolutionary Radicalism that exists throughout the power struggle. It starts with a base value of 10%, but may be higher depending on player choices during the League War.

Advisor's Faction Boost

Advisor's Faction Boost

Advisors[]

Hiring Advisors may have an impact on the power struggle between Wang and Song. When hovering over an Advisor (both military and civilian), you may see a tooltip that says “Hiring this advisor will strengthen the …”. There are eight different factions which this applies to:

  1. The Provisional Action Committee (PAC): Gives a boost to Song’s BoP and Soc Dem Party Popularity
  2. The Reorganized Comrades Association (RCA): Gives a boost to Wang’s BoP and Rad Soc Party Popularity
  3. The China Revival Society (CRS): Increases Radicalism and Totalist Party Popularity
  4. The Reconstruction Faction (RF): Increases Soc Lib Party Popularity, and will raise/lower Radicalism based on RF Strength Level.
  5. Non-Partisans: Unique to Li Jishen, it will reduce Radicalism by 5%
  6. The League of Chinese Syndicalists (LCS): Increases Syndie Party Popularity
  7. The Federalist Remnant: Increases Mar Lib Party Popularity by 3% or 5%
  8. The World Society: Increases World Society alignment in the LCS

How much the BoP will move or Party Pop increased will vary on the advisor. For the BoP it ranges from a 2%, 6%, or 10% movement, and Party Pop will increase by 1%, 3%, or 5%.

Many advisors have events accompanying them (usually a week later) which will give an additional boost. While the events will not spawn more than once, the effects of hiring the advisor will. If there is PP to spare, you can hire, fire, rehire, etc… the advisor to keep repeating the faction boost. For example, this can be helpful if you want the World Society to lead the LCS, using advisor Cai Yuanpei.

Mechanic/Warning Events

Mechanic/Warning Events

Mechanic (Warning) Events[]

As the Outer Factions increase their influence, when hitting a certain threshold an event will spawn a warning to the player that influence is getting too high. Many of the events will offer the chance to lower the faction influence to a (somewhat) safer level.

For the LCS specifically, when one of its factions overtakes the current dominant faction, it will take control of the LCS, and by extension the Syndicalist party slot.

  • If it is the World Society, Yi Peiji will become the Syndie Leader.
  • If it was the Radicals, Chen Shaoyu (OTL better known as Wang Ming) will become the Syndie Leader.
  • Though ousted if the Orthodox manage to once again overtake the Radicals and World Society, Chen Duxiu will return as Syndie Leader. They will not, however, be able to fully piece the LCS together again once they fall the first time.
Champions of the NRA

Champions of the NRA

Champions[]

As certain Generals level up, they will strengthen their faction in the process. These Generals are denoted by the ‘Media Personality’ trait, which doubles the time it takes to reassign them. In all there are six Generals with the trait:

  1. Deng Yanda of the PAC
  2. Zhou Enlai of the RCA
  3. Hu Zongnan of the CRS
  4. Zhang Fakui of the RF
  5. Xiao Jinguang of the LCS/CSP-Orthodox
  6. The non-partisan Li Jishen

First Congress Tree[]

First Congress Tree/Phase 2 Focus Tree Effects

First Congress Tree/Phase 2 Focus Tree Effects

The First Congress Tree covers content up until the Second Northern Expedition, and is divided into three parts: the military branch on the left, the economic/political branch on the right, and a foreign relations branch in the middle. The effects for each can be seen above, with the events that spawn from the various foci below.

The warlords of China can not be dealt with until the Whampoa Academy is reopened and a new Headmaster appointed. War Minister and titular Headmaster Li Jishen will indicate his readiness to step down from the Academy and allow for a new Headmaster. The position will go to one of the two main factions within Academy, the Young Guards (composed mainly of those trained in exile, aligning with the RCA or the CRS) led by Deputy Headmaster Zhang Zhizhong, or the Old Guard (earlier graduates, and many of those who stayed in China to fight, mostly aligning with the PAC) led by Deng Yanda.

Note that the economic/political branch, on the right, if completed before the first focus of the Northern Expedition Avenged tree of the same name is completed, the LKMT will receive a special national spirit. If the Northern Expedition Avenged tree loads in before the branch is completed, you can simply wait to start the new tree as the First Congress tree will stay available. It will not be removed until the Third Congress convenes.

Internal Security[]

Internal Security of the Party

Internal Security of the Party

When it comes to the choice of internal security for the Party, the Central Committee will have three plans available to it:

  1. Empower Zhou Enlai’s Teke (Special Operations Section of the Central Executive Committee of the Kuomintang, nicknamed the Zhongyang Teke): With the backing and support of the RCA, Zhou wants to take his Red Squad, who currently operate mostly in the Legation Cities, national.
  2. Fund Dai Chunfeng’s BIS (Bureau of Information and Statistics): A component of the CRS, Dai’s League of Ten enjoys the support of the and backing of the NRA. With more funding it can be enlarged into a national organization, the National Bureau of Information and Statistics.
  3. Combine both into the MSS (Ministry of State Security): Dai will be appointed Minister and hold a portfolio over external matters, with Zhou delegated internal affairs.

Empowering the Teke or funding the BIS will see an expansion of the organization reaching all corners of China. Station Chiefs will be set up in various warlord states five months after the plan is put into effect. Gameplay wise the Totalist Party Slot in many warlord states will be renamed into KMT-Teke or KMT-BIS, with Teke/BIS agents becoming as the Totalist Leader..

If State Security was created it will become apparent that the Red Squad and League of Ten just can not work with each other, their infighting paralyzing the Ministry. They can try and work out their differences, or the government can take the advice of General Deng Yanda and reorganize the Ministry into the Interior Ministry. Dai will be sacked and the new Ministry rebuilt from the ground up, with Deng loyalist Zhang Yunchuan being pushed as his replacement.

Death of Liao Zhongkai[]

CHI Death of Liao

Two to three months after the end of the First Congress, Premier of the Executive Yuan, Liao Zhongkai, will pass away from wounds sustained during an assassination attempt a decade earlier. As President, Wang will get to choose his successor.

He may opt to appoint RCA stalwart and close ally Chen Gongbo as the new Premier, or may initiate plans to merge the Premiership with his own office, citing historical precedent.

This will not go over well with those in the Party, and so he will be given the opportunity to renege and appoint Gu Mengyu, the leader of the RCA’s moderate wing, as Premier. Or, Song can press on with the PAC campaign against Wang and double down.

This will cause even greater backlash and Wang will drop his plans for the merger and will keep the offices separate. In the end he can either appoint Sun Fo as the Premier, or himself and hold both offices simultaneously, ending the crisis but not the growing enmity.

Political Narrative Events[]

1st Congress Political Narrative Events

1st Congress Political Narrative Events

After the First Congress ends and the Liao passes away, starts a long, drawn out event chain that pushes along the political narrative every six months. All the events affect the Balance of Power or the Outer Factions in some way. All of them can be seen to the right with their effects.

Dealing with the Warlords[]

Dealing with the Warlords

Dealing with the Warlords

With the Whampoa Academy staffed and ready to reunite China, the ‘Deal with the Warlords’ focus may be taken which will give the decisions needed to ally or attack them. Whether offering an alliance or demanding submission, acceptance will lead to the same result: the warlord becomes the LKMT’s puppet, cosmetic country color change and all.

If the warlord accepts and joins the LKMT its influence will be felt by the government. The LKMT can choose to tolerate it, it, or combat ‘their corrupting influence’ The former will boost one or more factions depending on the Warlords’s political alignment at the time:

  1. If it was Republican aligned, it will strengthen the RCA and Wang.
  2. If it was not aligned, it will strengthen not only LCS/CSP-Radicals but also the CRS.
  3. If it was LKMT aligned, it will strengthen the PAC and Song.
  4. If it was RKMT aligned, it will strengthen the RF.

On the other hand by spending PP, but in the process incurring the wrath of the new puppet, the LKMT can minimize ‘their corrupting influence’.

If the warlord declines submission, it will play right into the hands of hardliners and strengthen not only the LCS/CSP-Radicals but also the CRS. PP may be spent to mitigate the damage, the cost of which will differ depending on the alignment of the warlord.

Negotiations with the UPC/RKMT[]

Negotiating with the UPC/RKMT

Negotiating with the UPC/RKMT

When dealing with Federalists (UPC) or the RKMT, there exists another option than submission: negotiation (for a Non-Aggression Pact (NAP)). For the decision to appear, the UPC or RKMT must have formed a national government and border the LKMT or its puppet.

** If you are going for Wang’s Federalist Compromise, don’t want to deal with possible revolts later, or just want the UPC or RKMT as allies, it is highly suggested you set the 'Alliance of Convenience' game rule to 'The Republican Alliance Holds'. This will make sure the AI will always accept all stages of negotiations and will not revolt if the opportunity arises.**

For the UPC, its acceptance will be based on a number of issues: if the LKMT has a much larger military strength, if the Feds are in a war, if Fengtian or the Qing were defeated, if Japan already has a war with a Chinese state, and lastly if Gu Mengyu was made Premier (SiC) previously. On the flip side, it is less likely to agree if it has a larger military, the LKMT controls the warlords around it, or if it got five or six puppets from its Conference.

For the RKMT, its acceptance will be based on the same issues, except with a bonus if Sun Fo was made SiC instead of Gu. On the flip side, it is less likely to agree if it has a larger military, the LKMT controls the warlords around it, or if it has five or more puppets.

If it agrees, the LKMT and UPC/RKMT will enter into a Non-Aggression Pact, setting the stage for further negotiations (if it holds) once Beijing has been liberated.

The Second Northern Expedition and Phase 3 Focus Tree

The Second Northern Expedition and Phase 3 Focus Tree

Second Northern Expedition[]

Content will not progress and the next focus tree will not load until the LKMT controls Beijing. The last focus in the center branch of the First Congress tree, ‘Complete the Revolutionary Mission’, will give a war goal against the Qing. It also gives a decision to get a war goal on the owner of Beijing but may only be used if the Qing is not the owner (ie. the Qing were defeated by Shanxi or Fengtian first).

The First Congress Tree will stay shown throughout Phase 3 until the start of the Third Congress.

Second Northern Expedition/Phase 3 Focus Tree Effects

Second Northern Expedition/Phase 3 Focus Tree Effects

Second Northern Expedition Tree[]

The effects for each can be seen above, with the events that spawn from various foci below.

Second Northern Expedition Tree Events

Second Northern Expedition Tree Events

The tree can be broken down into a few different sections:

  • On the left there is the Second Congress and the branches from it, mostly concerning the rebuilding of the east (including the creation of the National Reconstruction Commission, shown below), and securing foreign recognition as the sole, legitimate government of China. This branch leads to the Third Congress focus, which can be taken once China has been unified and Japan defeated.
  • The right side deals with the NRA, including a shared branch on the war with Japan. A National Disbandment Commission will be created to correct any and all mistakes from the Second Northern Expedition, streamlining and abolishing unnecessary offices. It contains a number of sub branches as well, covering land troops, tanks, the Air Force, and Navy.

Second Congress[]

Second Repatriated Congress of the Kuomintang

Second Repatriated Congress of the Kuomintang

Like the First, the Second Congress will not result in any changes to the government, but will set out what is on the government’s agenda. The events of the Congress can be seen to the right.

2nd Congress Political Narrative Events

2nd Congress Political Narrative Events

After Beijing is liberated another drawn out event chain will spawn, pushing the political narrative along the way. All the events affect the Balance of Power or the Outer Factions in some way, and can be seen to the left.

This is a bit different than the first, as after the first event there is a 50% chance the event chain may start at the end and work its way back in reverse order. If the Third Congress starts before the chain finishes the events will no longer spawn.

National Reconstruction Commission

National Reconstruction Commission

National Reconstruction Commission[]

Modernization should go hand in hand with political tutelage, wrote Sun Yat-sen. To that end Wang will establish the National Reconstruction Commission to rebuild China from the ground up.

The focus of the same name gives the initial decisions but also sets a 600-day deadline for its completion. It can be delayed by a month at a time by a repeatable decision. Additional foci (Establish the NEC (the National Economic Council) and Develop the Heavy Industry Sector) will unlock even more decisions. Decisions on railway expansion will unlock when certain states are owned (not by a puppet but directly by the LKMT).

To successfully complete the national reconstruction, 50 more factories must have been built from the time the mission originally spawned, a certain foci completed, and a certain number of technology researched. The tech needed will differ depending on how much tech has already been researched, needing higher and higher tiers the more that is already researched.

Being a bi-partisan effort supported by both the RCA and the PCA, successfully completing reconstruction will give a boost to the opposition’s BoP, but also give a national spirit for construction speed and production efficiency growth for four years.

Alliance with the UPC/RKMT[]

Dealing with the UPC/RKMT

Dealing with the UPC/RKMT

If the UPC/RKMT agreed to an NAP before the Second Northern Expedition was launched and kept it until Beijing was liberated (and owned), the agreement could be taken a step further: submission. It is not done through a demand but through an alliance, once again with a round of negotiations. Similar to negotiating a NAP, UPC acceptance will change based on the issues such as the LKMT has a much larger military strength, a much larger industry, if Fengtian is allied to Japan but the LKMT has a larger military strength, and if Gu is the SiC. On the flip side, it is less likely to agree if it has a larger military, or has three or more puppets.

For the RKMT, its acceptance will be based on the same issues, except instead of Gu if Sun Fo was made SiC.

If the alliance is agreed to, the UPC and/or RKMT will be puppeted and its puppets, if any, will have to agree as well. If they decline the LKMT will get a war goal to forcibly bring them into the fold.

After 180 days, the UPC and/or RKMT may (if it feels like it can successfully defeat the LKMT, having a greater military and/or industrial strength) choose to break away and declare an open rebellion. It will NOT break away if it is a faction, ie. the United Front. If it is at war at the time, it will peace out with any countries it does not neighbor.

  • If it rebels it will give all other LKMT puppets the chance to join in as well. The LKMT puppet can pledge loyalty to the LKMT or choose to free itself, with the LKMT getting a war goal to forcibly bring them into the fold.
War of National Reclamation

War of National Reclamation

War with Fengtian/Japan[]

The War of National Reclamation can be brought north to Fengtian by the LKMT with the decision ‘March to Manchuria’, or by Fengtian’s declaration of war. The LKMT can also press Fengtian into submission, which it will always decline, and receive a war goal that way.

Push too far into Fengtian (taking Shenyang/Mukden) and Japan will intervene. The LKMT must now not only finish off Fengtian to finally reunite China but also Japan. Luckily, if both Fengtian and Japan are pushed and kept out of mainland China and Korea for 180 days, Japan will ask for peace. (Japan also has access to a decision that will result in the same effect as well.) Taking it will see Japan and the Co-Prosperity Sphere kicked off the mainland, Fengtian annexed, Japanese occupation of Korea will end with the peninsula’s transfer to the LKMT, and if the LKMT has a greater navy than Japan, the island of Taiwan will be repatriated. Japan and the LKMT will enter a two-year truce.

With Japan defeated and with victory in the War of National Reclamation China may be at long last unified (taken by decision). With unification complete, a demand will arise for another National Congress, this time representing all people in the unified China, with a debuff given until the Congress is called.

Third Congress[]

Third Repatriated Congress of the Kuomintang

Third Repatriated Congress of the Kuomintang

Bowing to pressure after unification, Wang will call the Third Repatriated Congress of the KMT, with not just the KMT attending but also syndicalist groups such as the LCS, along with other aligned republicans.

Before the Congress is opened, the CRS will march on the inland international concession in the city of Hankou (a component of Wuhan). Followed by angry locals, an all out riot will take place, targeting the German concession especially. Anti-concessionist violence will sweep the rest of the country, hitting port cities in particular. Nationalist groups even target friendly foreigners, like the Internationale’s International Military Mission in China (MMIC). When order is finally restored, MMIC officer Jean Fontenoy will have been killed.

Head of the Mission André Malraux will blame the India Clique (the rightist officers in the NRA) as the perpetrators behind the officer’s death. Before Wang takes any action a CRS connected newspaper will reveal that the MMIC has demands from the Internationale that in effect will allow the CSP (Chinese Syndicalist Party) to mount a coup. Enraged by the investigation into the India Clique, Minister of War Li Jishen will take a stand demanding it end or risk the resignation of its like minded officers. Wang and the CEC will have a decision to make: should they expel the MMIC and lose its affiliated Generals Li Zhilong, and Liu Fei, or the mission itself as a Theorist? Or dismiss the Clique and lose Generals like Minister Li, Sun Liren, Zhang Fakui, Li Zongren, and Zhu Peide?

With the matter settled, Wang will officially open the Congress, using his opening speech to call for another reorganization of the party along the 1924 lines while denouncing the India Clique and Sun Fo’s Reconstruction faction.

  • With the battle lines between Wang and Song drawn, it is at this time any puppets (the leader’s clique having been invited to the Congress) will have to take a side: align with Wang, Song, or sit it out. Taking a side will give a 10% BoP boost to Wang or Song, while sitting it out will only stroke Radicalism (increasing by 5%).
  • To guarantee the warlord supports one over the other, the game rule can be set for Wang, Song, or Hu or Chen. If it is not, Wang will have an advantage in securing support from leaders such as Feng Yuxiang in Shanxi, Lu Chao in Sichuan, and Tang Shengzhi in Hunan. Song will likely have the support of Chen Mingshu in Liangguang, and Cheng Qian in Hunan. Zhu De in Yunnan will probably support either, as will a Republican, or LKMT aligned warlord. A RKMT warlord will be a tossup for all three, and an Unaligned warlord or a Republican (slightly more than for Wang/Song) may choose to sit out.

With the LCS attending the Congress, it will take a stand on Wang’s proposal for Reorganization. Depending on who leads the LCS it can come to Wang’s defense, increasing his BoP relative to Syndicalist Party Pop, or denounce him and increase Song’s BoP relative to Syndicalist Party Pop. The Party Pop threshold will be lower if the CSP-Orthodox never lost power over the LCS throughout the campaign. If it did but managed to reassert control it will be slightly higher, and highest if the World Society or CSP-Radicals currently control the LCS.

Sun Fo and his RF will take the stage to denounce Wang, increasing Song’s BoP relative to the RF Strength Level.

Before Song can make her move against Wang, the actions of the CRS, now looking increasingly like an actual caucus at the convention, will come to light. Stability will drop equal to the percentage of Revolutionary Radicalism, with Totalist Party Pop rising by the same amount. If the CSP-Radicals control the LCS, then the Party Pop will be split between and added to Syndicalism and Totalism.

With enough anticipated votes in her favor, Song’s allies will submit to the five-member Central Supervisory Committee impeachment charges against Chairman Wang, for ‘failure to carry out Duties as Acting Chairman.’ With four of the five members being the Four Elders of the KMT, holding no love for what Wang has become, an impeachment is all but certain. Conviction and removal can only be done by the Congress as a whole, with members waiting for the final vote…

  • Note that how the vote proceeds is checked at the moment ‘the die is cast.’

**Note about the ending paths: Of the four leaders to come out of the Third Congress, each has two or more paths available to them once they secure power. Which paths are available depend on Party Popularity (Totalist, Rad Soc, Soc Dem, Soc Lib, or Mar Lib). From here on out, keep that in mind when choosing event options, boosting the ideology needed for the desired path.**

Wang Carries the Day[]

Wang Defeats the Impeachment Vote

Wang Defeats the Impeachment Vote

If the BoP tilted in Wang/the RCA’s favor and Radicalism is below the tilt, with all the votes counted the the vote will come up short. Wang is able to convince a majority in the Congress that Reorganization is necessary, and will subsequently be re-elected Chairman. Announcing a new CEC, he will staff it with RCA and Resident Faction members in his attempt to consolidate power, but still has the PAC to deal with.

UPC/RKMT Response to Wang's Victory

UPC/RKMT Response to Wang's Victory

Defeated in their attempt to topple Wang, the PAC and RF will walk out of the Congress, and travel south head for the city of Wuhan. There, General Deng Yanda will declare the formation of an armed rebellion to ‘save the National Revolution.’ Quickly sending a detachment to put down the rebellion, Wang’s forces quickly overwhelm the city with most of the civilian leaders offering their unconditional surrender. The only question is how to deal with the defeated rebels, some of whom refuse to surrender: take a gentle or vindictive approach?

  • When the PAC declares a rebellion if the UPC or RKMT was allied, it may choose to break away and declare war, or can toe the line and stay allied. Regular puppets will choose to toe the line. For its part, the UPC will be annexed if it stays with Wang, with its ministers and generals joining the LKMT. This is the last step in the Federalist Compromise path, with the sub-branch loading in (the actual tree won’t load in until the Third Congress focus completes).

If the government was gentle, the LCS will be reorganized and led by either the Orthodox or Radicals, whomever the government decides, Sun Fo will either be blackmailed into submission or exiled, Wang’s wife will pressure and get Wang to have Deng Yanda killed (in broad daylight to send a message or quietly), and Song put under house arrest. Dai Chunfeng will be implicated in Deng’s murder, given a show trial, and executed. The rest of the CRS may be arrested as well, or just shuffled to background jobs.

If vindictive, anyone not loyal to Wang will be rooted out and removed from their posts. PAC, RK, LCS, independents, even some RCA members will be systematically replaced by Residence Faction and die-hard RCA members. This self-coup will become known as the Palace Coup after the derogatory nickname of the Residence Faction, the Palace Faction.

With the chaos surrounding the Impeachment Vote and the subsequent Palace Coup, it will become known that Zhou Enlai’s top lieutenant has defected from the Red Squad and is now working with Dai Chunfeng and the CRS. Zhou has a mole in the CRS in that of Hu Zongnan’s secretary, Xiong Xianghui. With information in hand, the Red Squad will ambush the CRS at a meeting, killing all attendees before it has a chance to conduct its own coup. The fate of Zhou’s former lieutenant will be especially brutal, with almost 40 members of his family killed along with him, a modern day Nine Familial Extermination if you will.

The PAC rebellion will fall soon after. After having retreated from Wuhan to the mountains in Fujian (like the days of MinGan), government forces will surround their last holdouts. With Deng dying in battle and Song captured (and if not given amnesty, Li Jishen will be killed), the movement will crumble, with only a handful of pockets offering resistance.

Sun Fo escaped into exile, on a self-described ‘goodwill tour’ of the overseas Chinese community. Wang can choose to keep him as a goodwill ambassador, far from China and Nanjing while still on the government payroll, or exile him for his role in the rebellion.

No matter what stance the government took, gentle or vindictive, Wang will hold on to power, ready to do things his way without restraint.

Heir to the Revolution Tree Effects

Heir to the Revolution Tree Effects

Wang has three paths once he secures power, with one splitting in two if a Federalist government was annexed during the Congress.

  1. Wang can promote the RCA-Radicals (Totalists) by taking the focus ‘Towards a Radical Reorganization’. This can only be done if Totalist Party Pop is above 25%. Chen Gongbo’s SiC trait will increase as the focus branch is completed.
  2. Or he can promote the Residence Faction (Rad Soc) by taking the focus ‘The Presidential Camarilla’. This path has no requirements and it can be taken by default. Like with Chen, the new SiC’s, Zeng Zhongming, trait will increase as the focus branch is progressed through.
Heir to the Revolution Tree Events

Heir to the Revolution Tree Events

    1. Taking 'Empowering the Presidential Camarilla' will give a decision to ally with the Internationale, re-applying for membership.
  3. Wang may also look to the moderates in the RCA (Soc Dem) by taking the focus ‘Promises of a Provisional Constitution’. The focus requires Soc Dem Party Pop to be above 25%. Gu Mengyu will be appointed the SiC, and like the others his trait will increase as his tree branch is progressed through.
    1. Wang Epilogues

      Wang Epilogues

If a Federalist government agreed to a NAP, then an Alliance, and backed Wang at the Third Congress the secret path will be available, with a mutually exclusive focus under ‘Towards Local Self-Government’. Wang will call an Expanded Party Congress inviting Federalist Parties as well as other smaller Republican parties and independents. To finish the tree branch, Mar Lib support needs to be more than 25%. This can be achieved by expanding local elections (through decision) and the appointment of Federalist Advisors (with each giving +3% or +5% Mar Lib Party Pop upon appointment).

Above you can see the Epilogue in each of Wang's paths, and the final, unique stage of the Legitimacy of the Party national spirit that is set by the focus.

Wang is Ousted from Power[]

Wang is Impeachment and Removed as Party Chair

Wang is Impeachment and Removed as Party Chair

UPC/RKMT Response to Wang's Ousting

UPC/RKMT Response to Wang's Ousting

If the BoP tilted in Song/the PAC’s favor and Radicalism is below the tilt, with all the votes counted the the vote will pass, albeit with a thin margin. Wang is not able to convince the delegates to continue his support, and he will be removed from office. Song Qingling was put up in the succeeding Chairmanship election, running unopposed. By the next morning she would be sworn in as the President of the Republic as well. The RCA won’t go down quietly, hindering her efforts to consolidate power by taking to the street in strikes, bashing the new government in print and over the airwaves, and resigning en masse from government positions, crippling the bureaucracy.

  • With the PAC ousting Wang, if the UPC or RKMT was allied it may choose to break away and declare war, or can toe the line and stay allied. Regular puppets will choose to toe the line. For its part, the RKMT will officially join the new government, with its leader becoming the leader for the Whampoa Extremists (Pat Aut and Nat Pop slots).

Tragedy will strike when War Minister Li Jishen is kidnapped and killed by extremists. Arrest warrants for sedition will be levied against top RCA members, including Wang, who, with advanced knowledge, will flee the capital for safety. The RCA will attempt a rebellion in the five Eastern Provinces of the old League of Eight Provinces. Song will have a decision to make: handle the rebellion civilly, promoting a unity government, or enact emergency powers.

If civility won out, the battle against the rebels will be swift but brief, destroying them before they can pose a real threat. With his base at Hangzhou (just south of Nanjing) surrounded, Wang will surrender his forces while most of his allies flee the country. In government custody, he can either be appointed an Ambassador, which in reality means exile, most likely never to return to China, or put on trial for the rebellion.

If emergency powers were enacted, a state of emergency will be declared in a number of Provinces with suspected RCA and CSP-Radical support. Loyal NRA units will go door to door to root out and arrest enemies of the state. RCA members Zhou Enlai and Shi Cuntong will not make it, and neither will former Chairman Wang Jingwei, who will be found and summarily executed. With news of Wang’s death, those top officials who did not flee or were already captured will surrender.

No matter who the government handled the RCA rebellion, Song will hold on to power, ready to do things her way without restraint. The Provisional Action Committee, no longer needing to be provisional, will be reorganized into the Revolutionary Committee of the KMT.

Action Now Tree Events

Action Now Tree Events

Song has three main paths once she secures power, with one splitting in two depending on which faction of the LCS controls it. Note from the first focus in the tree, an event will spawn reorganizing the LCS now that the Radicals have been driven out. If the Radicals had led it the group with the second highest alignment (the Orthodox or the World Society) will take over.

  1. Song can promote the Syndicalists (either the CSP-Orthodox or the World Society) by taking the focus ‘Convene the People’s Congress’. But this will not be a Party Congress but one assembled of fellow socialists, including council communists, anarchists, anarcho-syndicalists, syndicalists, and other fringe socialist groups separate from the Kuomintang.’ It will still be led by the KMT, having rejected syndicalist leadership. With that the KMT will be reorganized into a party purely of workers and peasants. If in the succeeding event ‘man’s loftiest ambitions’ is chosen, an event will spawn that will allow the national flag to be modified to recognize the peasants and workers (as seen in Action Now! Events 2 slide to the right).
    Action Now Tree Events 2

    Action Now Tree Events 2

    1. Through ‘Convene the People’s Congress’ Song can ally with the Internationale, re-applying for membership.
    2. This path will split depending on who leads the LCS.
      1. If the CSP-Orthodox do, Chen Duixi will be made the SiC, laying the groundwork for a proletarian future.
      2. If the World Society does, the collective Four Elders will become the SiC, working towards the Great Unity (or Datong), a society where everyone, regardless of race, religion, sex, age, social position, looks, etc… will be treated as equals, as family, and loved like family. By the end of the Four Elders tree branch, their trait will be converted into a dynamic national spirit, Realizing Datong, which will increase and decrease proportional to Soc Con Party Pop. The Party Pop can be increased with Land Reform Decisions (see National Land Reform section below).
  2. Or she can put her faith in her ‘Red Napoleon’, General Deng Yanda, who will be made the SiC. This path has no requirements and it can be taken by default. The path will split:
    1. Deng and his Whampoa Military Academy Revolutionary Classmates Association (WMARCA) (made up of Academy alumni who supported the PAC), may be empowered, taking over the Pat Aut slot in the process but only if there is sufficient PAC support (more than 50% Rad Soc Party Pop). While not a military rule per se, Deng’s power will be tied to the NRA. By the end of his branch, his trait will be converted into a dynamic national spirit, The Red Napoleon, which will increase and decrease proportional to Pat Aut Party Pop.
    2. Instead of empowering the WMARCA the military could be reined in. Doing so will hinder the completion of the rest of the focus tree, but will allow for democratic elections on the local level.
  3. Song may also look to Sun Fo of the RF and ‘Initiate the Consultative Congress’, taking the first steps to a constitutional convention. This requires Soc Lib Party Pop to be more than 25%. Sun, who has been pushing for the end to political tutelage and the introduction of elections and constitutional government, will help to implement direct local elections in a number of Provinces.

Above you can see the Epilogue in each of Song's paths, and the final, unique stage of the Legitimacy of the Party national spirit that is set by the focus.

Chaos at the Congress[]

Wang Survives Impeachment but Suspends Chairmanship Elections

Wang Survives Impeachment but Suspends Chairmanship Elections

If the percentage of Radicalism ended up being greater than the percentage of the BoP (no matter if it is in favor of Wang or Song) Wang will survive the conviction vote, but just barely. Not to be discouraged, Song will make it clear that if Wang will not be removed as Party Chairman she will bring the case to the Control Yuan and have him removed as President of the Republic instead. Before that can happen the Chairmanship elections will take place, with Song running against Wang and last minute candidate Sun Fo. During the actual vote the chamber will devolve into a fist-fight between the more passionate members of all camps.

Citing the violence, as the incumbent Chairman, Wang will move to suspend the elections and appoint a new CEC. Chen Gongbo will be named Vice-Chair, and Sun Fo will be appointed the new Executive Premier. Feeling betrayed by their RF allies, Song and the PAC will storm out of the Congress, leaving Nanjing to deny Wang a much needed quorum.

The PAC will flee south, and set up a rival government in Fujian, declaring Wang’s as illegitimate. Against the advice of his government, Wang will travel south to end the schism by negotiation before it spirals out of control.

Wang will not make it to Fujian, his motorcade reaching as far as Zhejiang before it was ambushed by persons unknown. Wang and all members of his retinue will be killed, including his wife and chief of security. Back in Nanjing, Chen (as Vice-Chairman of the Party) will assume the office of Chairman but will also lay claim to the Presidency of the Republic. As Executive Yuan Premier, Sun Fo is the disputed constitutional successor to the Presidency and will contest Chen’s assumption of power. To appease Sun, Chen agrees to hold a vote on the matter. The vote will deadlock with the RCA-Moderates choosing not to support Chen and the Residence Faction (what’s left of it) supporting Chu Minyi instead.

But the standoff will not last long. Afterwards Dai Chunfeng “uncovers” evidence of secret dealings Chen has with friendly military units, the MMIC, even trade unions to sweep him into power. As head of the CRS, Hu Zongnan will present his findings to the CEC who will expel Chen from the Party. Chen and many in the RCA will flee the capital for safer lands to the north, with those who aren’t able to flee in time arrested. Sun will become Acting President of a paralyzed and broken government.

With the RCA amassing in the north in Beiping, the PAC in the south in Fujian, the Central Government in Nanjing, and the CRS conspiring in the shadows, the KMT Civil War will begin.

** The event ‘Chen Gongbo Overplays His Hand’ has two options, both giving the same effect just with or without tooltips for the CW events. This gives you a unique experience to try out the CW blind and hope you will get the outcome you want. If you want to, I highly suggest saving at the event and try it without tooltips and see what happens. Maybe your ‘intuition and careful reading’ will get you across the finish line. If not, you can always reload and choose to use tooltips. **

KMT Civil War[]

KMT Civil War Event Chain - Negotiations

KMT Civil War Event Chain - Negotiations

KMT Civil War Event Chain - Martial Law

KMT Civil War Event Chain - Martial Law

The KMT Civil War is determined by power, which faction has the most when all is said and done, losing steam or gaining momentum along the way. Power is distributed at the start relative to Party Pop (on a scale from 0-10): Soc Dem for Fujian, Rad Soc for Beiping, and Totalist for the CRS. Syndicalist Party Pop is distributed to Beiping or Fujian depending on which LCS faction has the most alignment in it (and if the faction is aligned to the PAC or RCA). The Nanjing Government will get the remainder. It should be noted that power may rise and fall above and below 0-10 during the CW.

The KMT Civil War plays out through three events, the first being a chain of three to four events. The initial event allows Sun Fo to negotiate with Song in Fujian, or declare martial law. There will be a better chance of Fujian or Nanjing winning if Sun chooses to negotiate, and the CRS or Beiping if martial law is declared.

The second event, tailored to the negotiations or marshal law path, deals with the Chinese Navy, its ability to stop aid to Beiping, or if the sailors support Fujian or Beiping, respectively.

The third and last event, again unique to each path, has the ability to turn the tide of the CW.

  • In the negotiations path, the CRS will attempt to kidnap Acting President Sun to stop the negotiations with Fujian. If Nanjing has more power than the CRS, Sun will successfully evade capture, and the powers of Fujian and Nanjing will be combined. But if the CRS has more power, the CRS will lead a coup and Hu will become the country leader. All Nanjing power (even if at zero or in the negative, it will still rise by at least one point) will be given to the CRS. If they are equal, the player will be allowed to choose.
  • In the martial law path, Beiping General Zhang Zhizhong will lead troops down south and engage Nanjing forces (under the command of the CRS) at the Yangtze River. If Beiping has more power than the CRS, Zhang will make a bridgehead. All Nanjing power (even if at zero or in the negative, it will still rise by at least one point) will be given to Beiping. But if the CRS has more power, the Nanjing/CRS government will fend off the attack. All Nanjing power (even if at zero or in the negative, it will still rise by at least one point) will be given to the CRS. If they are equal, the player will be allowed to choose.

Puppet Response[]

KMT Civil War Puppet Responses

KMT Civil War Puppet Responses

With the Central Government falling into Civil War, its puppets and the MMIC will be forced to take a side, with unique options for an allied UPC and RKMT. All actions may shift the powers of the CW contenders by one. :

  • The UPC: With none of the CW contenders sympathetic to the Federalist cause, it will declare war hoping to topple all three governments.
  • The RKMT: With Chen dismissing the alliance Wang had secured, Sun will extend his hand to mend any differences and unify to honor the late KMT founder. The RKMT may take his hand, in doing so, giving Nanjing an extra boost in power, or as with the UPC, rise up in war to take down the LKMT.
  • All other puppets: It will be able to align with one of the three governments, hurting Nanjing in the process, or use the opportunity to break free (inadvertently helping the CRS). Breaking free will give the LKMT a war goal against it.
  • The Internationale: If the MMIC is the current Theorist at the outbreak of the CW the leader of the Internationale will also have to pick a side, giving a small boost to the government it supports. Withdrawing the MMIC will inadvertently boost the CRS.

End of the KMT Civil War[]

KMT Civil War Outcomes

KMT Civil War Outcomes

After the final event, the dust will finally settle over eastern China with one group clamoring to the top. The CW will end in four ways, one for each of the belligerents:

  1. The Nanjing Government: Sun will have successfully negotiated with Song and both will declare victory. Song will become the President of the Republic, and Chair of the Party, with Sun returning to the Executive Yuan (/SiC) and given the position of Vice-Chairman of the Party.
  2. The Fujian Government: Song will become President of the Republic, and appoint General Deng as the SiC. Amnesty will be given to leaders of the more sympathetic groups, such as the RF, RCA-Moderates, and the CSP.
  3. The Beiping Government: Having routed the Nanjing and Fujian Governments (capturing Song, and with Deng disappearing) Chen Gongbo will announce victory from Beiping, and will name Zeng Zhongming as President of the Republic with himself becoming the Premier of the Executive Yuan (and the SiC).
  4. The CRS: Having won the battles against Fujian and Beiping and sidelining the constitutional government of Sun Fo, Hu Zongnan will be made President ‘for the duration of the continuing emergency.’ The Lixingshe, the inner circle of the CRS, will be made the SiC.
  • If it so happens that two or more of the governments have equal power, the NRA will throw its support to the Fujian government, and force a Fujian Government win.

With either the Fujian or Nanjing Government victorious, the political path will follow that of Song successfully ousting Wang. Start at ‘Song Ousts the Chairman’ above. For Chen/Zeng or Hu, see below.

The Second Reorganisation Tree Effects

The Second Reorganisation Tree Effects

Zeng’s content does not branch until about halfway down his focus tree:

  1. Zeng’s default path is ‘The Great Premier.’ In it he decides for the sake of the Party and of the Nation to clean up his act and sober up. Under the watchful eye of Premier Chen, they will continue to lead China.
  2. If Totalist Party Pop is above 40%, ‘Towards a Revolutionary Future’ may be taken, where Premier Chen will subvert Zeng’s Residence Faction and convince Zeng to step down. Only Chen may set China on the path to the revolutionary future of socialism. The government will not change until the last focus in the branch, with Zeng announcing his resignation from all offices for health reasons. Chen will quickly be voted in to replace him as President and as Chairman, and will appoint Shi Cuntong as the next Premier.

CHI Zeng Epilogues

There is a focus of note in Zeng’s focus tree: ‘Fate of the Reconstruction Faction’. Losing the CW, Sun Fo will have fled the country for parts unknown. Zhou Enlai’s Red Squad will track him down to the Philippines. One of Sun’s followers, Wang Kunlun, will approach the Zeng government and in exchange for the safety of himself and his family will give up Sun with the stipulation he does not get hurt and is allowed back to China. Premier Chen will take charge of the matter, and will decide what to do with Wang’s offer:

  • If Sun is left alone, he will stay in exile.
  • If Chen decides to go after Sun, there will be a 50/50 chance of an assassination attempt succeeding.
    • If it fails, Sun will go on to create a government-in-exile.
    • If it succeeds, Sun and leaders of the RF will be assassinated at a dinner in Manila. To tie up any loose ends, Wang Kunlun will be among those killed.

To the right you can see the Epilogue in each of Zeng's paths, and the final, unique stage of the Legitimacy of the Party national spirit that is set by the focus. For 'Revolutionary Weltanschauung', Zeng will resign and be replaced by Chen Gongbo (as shown in the The Second Reorganisation Tree Effects slide).

  1. If Totalist Party Pop is above 35%, through ‘National Regeneration’, he can appoint He Zhonghan, his chief Deputy, as the new SiC. His trait will be converted into a dynamic national spirit, Blueshirt Harbinger, which will increase and decrease proportional to Totalist Party Pop.
  2. In the default path, ‘The Red Generalissimo’, Hu will keep the Lixingshe as the SiC.
Hu Epilogues

Hu Epilogues

While not from Hu’s focus tree, there is one event in his path of note, as seen in his tree events slide. Though already an advisor, Lin Biao can become an available Chief of the Army if he reaches Level 5 as a General and is already hired as an Advisor or Military High Command.

To the right can see the Epilogue in each of Hu's paths, and the final, unique stage of the Legitimacy of the Party national spirit that is set by the focus.

National Land Reform[]

National Land Reform

National Land Reform

Land Reform can be initiated after the Third Congress has ended and can be instituted in almost every state (abbreviated in the image for illustrative purposes). Base Land Reform will give a building slot, and upgrade the development of the state, at the cost of 100pp.

Unique for the LKMT, its Land Reform can be specific with four different types, with a possible rise in Party Pop or loss of Stability.

  • Moderate Land Reform: Available to Wang, Song, Hu, and Zeng. It will give Rad Soc and Ruling Party Party Pop, at the cost of 75pp each.
  • Radical Land Reform: Available to Wang, Song, and Zeng. It will give Rad Soc Party Pop at the cost of 50pp.
  • Total Land Reform: For Hu, it will give Totalist Party Pop and negative Stability. For Wang and Zeng it will give both Totalist and Rad Soc Party Pop, but with a loss of Stability.
  • Song’s Four Elder’s Path has a unique Devolved Land Reform, which gives compliance in the state, as well as Soc Con (helpful for the Four Elder’s national spirit), Syndie, and Rad Soc Party Pop.

Foreign Affairs[]

Lead the Liberation of Asia Tree (Foreign Affairs) and Dynamic Branches

Lead the Liberation of Asia Tree (Foreign Affairs) and Dynamic Branches

Creating a Faction (or re-joining the Internationale)

Creating a Faction (or re-joining the Internationale)

The first focus in the Foreign Policy Tree, ‘Lead the Liberation of Asia’, will allow the LKMT to create its own Faction:

  • Wang and Zeng/Chen will create the Internationale of the East
  • Song will create the Sino-Pacific Friendship Association
  • Hu will create the Sinosphere
Lead the Liberation of Asia Tree Effects

Lead the Liberation of Asia Tree Effects

For the Internationale of the East and the Sino-Pacific Friendship Association, membership may be extended to all Asian countries (except for the Dominion of India, and Transmaur, but including Peria, and Turkey), and all Pacific Countries (except Australasia, and New Zealand). The country in question must be Socialist, with the exception of Indochina/Vietnam as it can be Soc Dem. Turkey and Persia must neighbor China, or also be at war with Russia, and Turkey must be led by Ismet Resit (Ismet Inonu) or Mehmet Recep Peker.

For the Sinosphere, its membership pool is much smaller, only inviting those in Korea and South-East Asia (except for Burma, Shan, Kachin, and Dutch East Indies/Insulindia).

The rest of the foci in the main tree will give war goals on the immediate area in the first few foci (like on Mongolia or Tibet, and the decision to negotiate the end of the Concessions), before gradually moving on outer lands, from India to Hawaii, Australasia to Russia, and everything in between.

  • It should be noted that with Hu as President, Outer Manchuria (including the island of Sakhalin) may be kept and claimed when releasing the Russian Far East, in doing so renouncing the Treaty of Aigun. It was not the first, but a major treaty between the Qing Dynasty and Russian Empire which ceded most of Outer Manchuria to the latter in 1858, with the rest lost two years later. Even if Hu does not lead China, if the states of Outer Manchuria are occupied they will still be shown as extensions of Chinese Provinces.

If the LKMT can make sure Asia and the Pacific are led by Socialist governments, and strategic regions are under Chinese control, it can declare a Final Victory over Imperialism, crushing it forevermore. (The arguable true end of a player-led LKMT, the event from the last focus of the tree, ‘Imperialism Crushed Forevermore’ includes a thank you note from the rework developers).

Dynamic Branches Effects

Dynamic Branches Effects

Depending on the leader, a dynamic branch of the foreign affairs tree will load once the Third Congress focus has completed.

  • Song will announce the Afro-Asian Development Conference. Major Socialist countries (including China) will be able to invest in socialist countries in Africa, Asia, and Oceania, with 21 factories or less.
  • Zeng/Chen will announce the creation of the Peoples' Minsheng Cooperative Economic Partnership. This economic union (like Mitteleuropa or Phalanstère International) gives a membership spirit, which can be found on the Diplomacy tab of the Political Tab of a country page. The membership spirit is static, and will not change with more members. This is unlike the one for the LKMT, for with each new member the spirit’s buffs will increase. Membership can only be extended (by decision) to faction members.
  • Wang will focus on exporting the drive for anti-Imperialism by increasing volunteers fighting overseas, foreign investment, and increased cooperation with the MMIC. Wang is the only leader to start the foundations of a nuclear or rocket programme, getting a bonus on nuclear, and rocket tech at its end.
  • Hu, unlike the others, can choose isolation in his branch. If not, the CRS’ brand of revanchism can be unleashed against the Germans, while getting a claim on Singapore.

China the Puppeteer[]

Custom LKMT Puppet Leaders

Custom LKMT Puppet Leaders

Liberating Asia from the throes of Imperialism, the LKMT will be able to appoint unique puppet leaders in various countries. Puppets like Japan and Korea will custom focus trees.

  • While Papua New Guinea can be released with Sumsuma by any Socialist nation, the LKMT will receive an event about his installation.
  • If Hu Zongnan decides to maintain the military occupation of Singapore when deciding its fate, the LKMT will receive an event about its history and future administration.
  • When releasing Malaya, the leader will depend on who leads the LKMT:
    • If it is a member of the RCA (Wang, Zeng, or Chen), Zhuang Mingli of the Malay Nationalist Party will be empowered.
    • If Song does, she will empower Peng Zemin of the Overseas Bureau of the PAC.
    • If Hu does, Lai Teck of the Three Stars Army will be installed.
  • In Sarawak, Ong Kee Hui will be made leader. Though not exclusive to the LKMT, he can be installed by any Socialist Chinese Government.
  • In Japan, Nosaka Sanzō will be installed as head of the People’s Republic of Japan (more info on Sanzō’s path here, just scroll to the bottom).
  • Likewise in Korea, Kim Wonbong of the sister Party the Korean National Revolutionary Party will be installed as leader of the Republic of Korea.

If the LKMT annexes Xinjiang Province, Tibet, or Mongolia (getting claims rather than installing puppet governments), the government will have to decide how exactly it is going to rule these newly conquered lands. There is also an event for the Island of Taiwan after it is repatriated from the Japanese.

These events will affect the Balance of Power with a choice boost to the PAC, RCA, RF, or the CRS (and possibly the CSP-Radicals).
